Stamp Program Objectives

In order to address the global mercury problem, Aladdin has developed the Strategic Abatement of Mercury and Poverty (STAMP) program. This program is designed to induce artisanal and all mercury mining users to adopt Aladdin's highly efficient mining technologies. The fundamental strategy looks to illustrate the economic advantages of HGP to the miners. Although being able to provide a safe work environment , safety benefits alone are not sufficient to convince indigent miners to abandon mercury processing. Ultimately, the success of the program must rely on its ability to provide the miners with a greater level of income than what they are able to derive when using mercury. The broad objectives of the STAMP Program are as follows:
1. Employ as many artisanal miners as is possible while maintaining the economical integrity of the program.
2. Work to eliminate the use of mercury when extracting gold in the customary artisanal alluvial concentrates and hard rock deposit areas.
3. Increase artisanal miner wages above the national average and provide bonuses based on gold revenues.
4. Create new employment opportunities and provide training for higher paid jobs in the trades, management, administration, accounting, mining, geology, process engineering, and attendant disciplines.
5. Provide a humanitarian fund to benefit the miners and their families.
6. Convert sites to farming land or forestry after gold is depleted from the properties.
7. Attract artisanal miners to proven gold reserves set aside by large scale mining companies and / or the government.
8. Make a profit for all stakeholders

Sudan gold miners protest over fivefold fee increase

 Red Sea state has recently witnessed significant tensions around the behaviour of mining companies and mining practices in which highly toxic chemicals are used. Local residents fear that their drinking water supply is at risk and professionals have warned of a looming environmental and health disaster.

Basins with mining waste (called karta in Sudan), in which gold ore is dumped containing heavy metals such as admium, lead, zinc, copper, arsenic, selenium, and mercury or cyanide, form a long-term hazard second only to nuclear waste dumps.

 After becoming a part to Minamata Convention, Rwanda conducted a preliminary national survey to map out different institutions and priority areas suspected to have mercury, and mercury pollution,  and these include Artisanal and Small-Scale Gold Mining (ASGM), health sector (thermometers, tensiometers, dental amalgams), industry sector (butchery, paints) among others.

 One of the last countries legally importing mercury is Guyana, making it a nexus for smuggling mercury into neighbouring countries. 20,000 kilogrammes of mercury are legally imported into Guyana’s capital Georgetown every year from the US, the UK, Russia, and other countries. Increasingly, large quantities are also being imported on the black market, representing a multi-million dollar industry of both legal and illicit trade in mercury.

Massive investments spur Zim’s mineral revenues

Costa Rica has revealed a plan to address the issue of water pollution in Crucitas

 “In 2022, the Ministry of Health detected the presence of mercury. We issued sanitary orders to close these sources and responsibly recommend the population not consume this liquid. We work with institutions to ensure people have access to drinking water,” noted Carrillo.

 As a result children were dying from malnutrition and other diseases brought by gold-mining. Among these was mercury poisoning caused by the contamination of the rivers and by extension the fish which the indigenous people ate. One doctor described the area as looking like a “concentration camp”.

The challenge in regulating artisanal or small-scale mining

 The most common mining technique used is dog-hole mining which consists of tunneling, ball milling and gravity concentration, cyanide leaching and smelting. In other areas, mercury is used instead of cyanide. Mercury is far more hazardous to health and the environment.

‘Brought down by gold’: Communities and nature suffer amid Nigerian bonanza

 Tests conducted by Urban Alert in 2021 found mercury and lead levels in Kajola dam were respectively eight and 12 times higher than permitted under Nigerian regulations. Water sampled at the Osun grove, a UNESCO World Heritage Site on the outskirts of the state capital, Osogbo, found mercury levels 20 times higher than deemed safe to drink. Lead levels were 10 times over the limit.

UN Updates on Mercury Projects in Cement Industry, Gold Mining, Cosmetics

 Another UNEP initiative is taking on mercury in the gold mining industry in nine countries, with plans to scale up efforts in 15 other affected countries. Over 100 million people rely on artisanal gold mining for their livelihoods, so working with governments to equip miners with the knowledge and tools necessary to phase out mercury use is critical. Funded by the Global Environment Facility (GEF), the initiative aims to cut mercury use by 512 tons.

EPA trains northern sector stakeholders on grievance redress mechanism

 Mr. Larry Kotoe, AEHPMP Project Coordinator, said the five-year project, which began in 2020, is a World Bank-supported initiative with the aim to reduce exposure to mercury and unintentionally Persistent Organic Pollutants (uPOPs) and strengthen institutional capacity to manage and regulate mercury use in artisanal small-scale gold mining and e-waste in selected countries in Africa.
