The revised draft is not flawless, though. It still gives enormous
power to the authorities, especially the industry minister who can seek
exemptions to the environmental law for miners able to prove that they have the technology to mitigate adverse environmental
impacts.
Another big loophole in the draft is that it fails to recognise the
