Given the severe and long-lasting negative impact of gold mining,
particular attention should be paid to providing sufficient financial
assurances to protect the community. Reclamation and closure for gold
mines can cost more than $100 million, yet the bonding set by the state
reportedly has been estimated at only $20 million.
In addition to
requiring sufficient financial assurances, it is also common for states
to collect a small percentage on every ounce of gold mined. Proceeds
could be directed to the communities most affected by mining operations
and other worthy water-restoration efforts.
