Dr Felmingham said there were signs mining was going to remain part of the core of the Tasmanian economy for years to come.
But he said the greatest difficulty for the industry was accessing resources.
"The real issue for Tasmanians, the thing that is different, is the degree of difficulty in accessing the resource base," said Dr Felmingham, a columnist for the Sunday Tasmanian.
"We have the most proactive and activist green movement in the country and yet we are certainly not the strongest of economies."
