Officials from the Mines and Geosciences Bureau, on the other hand, were quick to absolve the new executive order stressing it will not totally ban small-scale mining but instead regulate it to ensure environmental protection, enhance revenue collections, and ensure consistency of local ordinances with the new mining order.
MGB-CAR OIC-Director Faye Apil said the executive order will heavily regulate mining operations in areas declared as Minahang Bayan in accordance with Republic Act 7076 or the small-scale mining law.
MGB-CAR Engineer Felizardo Gacad said only minerals such as gold, silver and chromite may be extracted and harmful elements used in extracting gold such as mercury will also be banned due to its ill-effects on people and the environment.
