The blueprint calls for the enforcement of the laws on small-scale mining with a clear definition of what constitutes acceptable and unacceptable mining practices, while strengthening and resourcing regulatory institutions such as the Minerals Commission, to enhance the discharge of their responsibilities.
It also stresses the need to begin the education and training of 450 illegal miners (50 in each of the nine mining districts) to encourage the use of new technology and safe mining practices, while exploring alternatives for the use of chemicals such as cyanide and mercury for the processing of gold.
