At a news briefing, Environment Secretary Ramon Paje said "all applications" for mining rights in agricultural and tourism areas are "deemed denied."
In addition, mining rights will be granted only to companies or individuals who are able to strictly comply with environmental management requirements, Mr. Paje said.
This means that applicants with a record of environmental incidents, or who have failed to provide the required remediation for affected areas, will be permanently disqualified from acquiring mining rights, he said.
