The general occurrence of mercury pollution in the area is attributed to small-scale mining. This condition has caused health-related problems among miners and other people as well as significant siltation and sedimentation of water bodies and loss of fishery resources.
Small-scale mining is widespread in Paracale and in Jose Panganiban and Labo towns. This activity involves gold-panning which uses toxic mercury in extracting gold from the ore extracted from tunnels kilometers deep from the surface.
