provision of the EO also limits small-scale mining to “Minahang Bayan” or people’s small-scale mining areas. This provision effectively reins in local government units, which are known to grant mining permits in their jurisdictions. The EO would ban the use of mercury by small-scale miners, who are also prohibited from digging up metallic minerals except gold, silver and chromite.
The EO also directed the Department of the Interior and Local Government to ensure that governors and mayors conform with national regulations and policies. It ordered local government units to “confine themselves only to the imposition of reasonable limitations on mining activities.”
