Besides the revenue losses as a result of illegal mining operations, Castelo demanded a clarification on the ongoing conflict between the DENR and the local governments that has resulted in the proliferation of small-scale mining operations in many parts of the country.
“There seems to be a growing conflict between the Department of Environment and Natural Resources and the local government units as a result of small-scale mining operations that lack the technical competence in dealing with fiscal, health and environmental issues resulting from small-scale mining, not to mention the unmitigated participation of unscrupulous Chinese investors who circumvent Philippine mining laws to engage in small-scale mining activities in the country,” Castelo said.
