The consultation was originally intended to tackle mercury surplus and waste from small-scale miners but it turned out that other sectors produce significant mercury emissions.
Gutierrez said there is a need to contain the circulation of mercury in the market. In the Philippines, mercury costs a stiff P30,000 a kilogram, an extra challenge to make the Philippines part of the global drive to make sure it is not made available, especially through illegal means.
